In 2017, the recruit of “E-commerce Embraces the World” innovative cross-border E-commerce projects hosted by China (Hangzhou) Cross-border E-commerce Comprehensive Pilot Area has received 331 innovative service projects from all over the world through various media institutions, social organizations, leading enterprises and overseas information distributing platforms within one and a half month. The new developed online innovative project service platform (e-Box), which can provide functions of exhibition, query, appointment, evaluation and requirement released, has facilitated more than 4000 contracts signed online and offline, and given a new digital service support to those enterprises who want to transform and upgrade by cross-border E-commerce mode.

In 2018, the Comprehensive Pilot Area starts the plan of “New foreign trade, New service, New manufacture” and implements the specific projects to optimize and improve the cross-border E-commerce’s services. To attract more innovative service projects and improve the service ability of e-Box, the Comprehensive Pilot Area decides to launch the services by the innovative cross-border E-commerce projects of 2018 “E-commerce Embraces the World”. Specific arrangements as follow:

Base on the service concept “Online, datamation, intellectualization”, and encourage the service providers to offer cross-border e-commerce enterprises with standardize online products and services through the e-Box platform which can make the service one-stop and whole-process.

The first round of collection is from the date of this notice released to September 30, 2018.

The collection will be divided into five main scopes: government affairs services, platform services, channel services, technology & data services, and other support services.

• d. Technology & data services. Technological innovation of artificial intelligence and intelligent search; services such as data customized, data mining, data processing and trend analysis.

The services on human resource development, business incubation, brand building, and thirdpartnar; the commercial insurances for cross-border E-commerce platform, enterprises and products; the services on legal arbitration, intellectual property rights protection, and international business law during the trade disputes; the development strategy consulting services for cross-border E-commerce enterprises; the services on international quality standard certification; and the services on international conference and exhibition promotion.

The projects selection will contain three parts: project roadshows, project presentation, and outstanding projects selection

Make an appointment for the project roadshow through the e-Box platform. The evaluation group of Hangzhou Comprehensive Pilot Area Office will begin the primary selection.

For the projects win out from roadshow, Hangzhou Comprehensive Pilot Area Office will provide them with project presentation service. Enterprise logo, project pictures, project brief introduction and further information should be sent by the service providers according to the regulations in e-Box platform.

The evaluation group of Hangzhou Comprehensive Pilot Area Office will select and give awards to the outstanding projects according to the effectiveness of promotion and service along with the backstage data such as click rate and subscribe rate.

Market entities and industry parks will be interconnected to bring the service providers more target customers. A great many of forums, salons and docking meetings will be organized among 13 cross-border E-commerce industry parks for outstanding projects’ promotion. In addition, the outstanding projects will be the recommendation of settle in the industry park.

Promote the e-Box platform in mainstream channels like online media, business forum, customs clearance service platform and industry media to raise the profile of e-Box platform and its projects for a better customer flow volume and customer attraction.

High-quality cross-border financial service project will have priority to dock with big data platform financial service module in Comprehensive Pilot Area. Innovation of online financial service product will be available by the support of credit score data in the big data platform.

The logistics projects and warehouse service project with high quality will have priority to dock with big data platform logistics product for a better service to the cross-border E-commerce enterprises in Hangzhou.

Provide the innovative service projects with data customization service such as credit report and risk report by big data platform to reduce the credit risk.
